APPENDIX “A”

PROJECT DESCRIPTION

The project consists of an evaluation of an area of approximately 5,200 acres of what is primarily farmland, an evaluation of traffic at the I-69/SR 28 interchange to develop a better traffic flow underneath I-69 including looking at any needed safety improvements. Additionally, evaluate the corridor along SR28/35 including the intersections along the corridor between the County Limits on the west end and CR 600 West to the east.

The focus area of this study is bounded by 700 North (North), 600 West (East), 500 North (South) and the County line (West).

SCOPE OF SERVICES

The services to be provided by the CONSULTANT include the following:

PROJECT MANAGEMENT

Attend up to three (3) in-person meetings with CLIENT. Anticipated meetings include the following:
  • Kickoff Meeting
  • Preliminary Findings
  • Final Presentation of alternatives

Provide general project administration including review of monthly invoices, and providing written progress reports, as requested, but not more than once per month during the active project.
1.3
Prepare agendas and meeting minutes for all meetings.
1.4
Provide administrative coordination between Delaware County agencies, utility service providers, and jurisdictional representatives.

TRAFFIC AND PLANNING
2.1
Prepare a Due Diligence level of traffic assessment including the following:
  • Use available historical traffic data to determine available road capacity on US 35/SR 28 east and west of I-69 using HCS segment analysis.
    • No detailed traffic counts or intersection analysis will be performed at this time.
  • Identify safety concerns near the interchange from a desktop review using aerial imagery.
