RESOLUTION
A copy of the resolution, having been placed on the desks of each member of Council prior to introduction, was read by title.
Mr. Stephens explained that each year, the city incurs costs for mowing and clearing overgrown yards and removing nuisance plant material when owners do not take care of their property. The city bills property owners for those costs and most of them pay. For those who do not pay, this is the annual resolution to certify the costs to the County Auditor so they can be added to the tax bill for each property. This certification includes six properties at a total outstanding dollar amount of $1,679.34.
Thereupon, it was moved by Mr. Stephens and seconded by Vice Mayor Byington that the resolution be passed.
Upon call of the roll on the question of the motion, the following vote was recorded:

RESOLUTION

Vice Mayor Byington explained that in 2020, the city of Oakwood became a participating member of the Dayton Regional Energy Special Improvement District (“ESID”). This allowed Oakwood property owners to obtain Property-Assessed Clean Energy (“PACE”) financing for qualified energy-efficient property improvements. PACE funding comes in the form of a private loan that is paid via special assessments against the property. Oakwood is a pass-through entity in this arrangement, receiving the assessments and forwarding them on to the lender.
The Dayton ESID currently serves a “district” that is defined to include the city of Dayton and any areas within Montgomery County that choose to participate AND that are geographically contiguous to Dayton. However, the ESID board wants to expand the district by defining it to include any jurisdictions within Montgomery County that choose to participate, regardless of whether they are geographically contiguous with Dayton. The only geographical requirement would be that they are within Montgomery County.
To implement this change, Oakwood must update its ESID legislation to define the new countywide district, and that is the purpose of this resolution.
