Mr. Stephens explained that this is an annual ordinance that is the second step of the 2019 street lighting program. It is the ordinance that authorizes the City to proceed with the project.

Mr. Stephens explained that this is the final piece of last year’s Sidewalk, Curb and Apron Project, and assesses the costs that have not already been paid directly by affected homeowners.

Public Safety Department Presentation: Chief Alan Hill, Public Safety Director, referenced a PowerPoint presentation and updated Council on the following topics: Crime Statistics; EMS Trends; Overtime Expenditures; RadarSign; and Crime Mapping.

Chief Hill began his presentation by reporting on some incidents that have occurred in the City recently. He shared that the trench rescue last week involved mutual aid from the Region 3 Rescue Strike Team. The rescue took less than three hours and resulted in a safe and successful operation. Chief Hill recognized Lieutenant Yount and his crew, with a special recognition to Public Safety Officers McElroy and Ortel, who provided direct patient care. Independent investigations will be conducted from this point.

Two arrests have been made in connection with a robbery that occurred this past Saturday in the 300 block of Schantz Avenue. The suspects were apprehended while attempting to use stolen credits cards at a Kroger grocery store. The facts of the investigation were presented to the Montgomery County Prosecutor’s Office and the suspects were charged with several felony counts.

Chief Hill reported that burglaries and thefts have dropped significantly from 2017 to year-to-date 2018. This reduction is due to aggressive patrolling by Oakwood Public Safety Officers. There was a 32% reduction in reported larceny offenses in 2017. Oakwood’s mutual aid medic run requests to other jurisdictions have significantly increased over the past five years. There were zero mutual aid medic responses to Oakwood from other jurisdictions in 2017. Moving forward in 2018, traffic enforcement will remain a cornerstone of the Safety Department’s policing philosophy.
