Commissioner Greg Miles, Commissioner Tracy Killian, Commissioner Jeff Chugg, Deputy Attorney Grant Charles, Treasurer Stephen Potter, Library Director Daniel Mauchley, Public Works Director Mike Casper, Public Works Deputy Director Clint Curtis, Deputy Clerk-Auditor Oaklee Larsen, Human Resource Director Judy Stevenson, Economic Development Director Kori Wilde, Human Resource Generalist Tommi Mascaro, Duchesne Library Assistant Branch Manager Lori Ann Potter, Duchesne Library Librarian Katherine Miller and husband and son, Community Development Assistant Director Mike Gottfredson, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Chairman Miles welcomed everyone to the meeting and described what happened on this day in history.

Public Works Director Mike Casper provided an update of ongoing and upcoming work. Page Bench in Roosevelt is complete. County Road 220 in the Tabiona Valley has been graveled. The mastic crew and graders are out working. The crackseal contractor is supposed to start the project today. The crusher needs some repairs; the estimated cost is $40,000. They will start paving in Pleasant Valley. They will then move to chip sealing. Director Casper has teamed up on the Tabby Swale Road project. Hanna Water installed a water line, and the road needs to be paved. The county will truck in the material. The parties discussed a lay-flat line break on 12000 West. The water line break was larger than anticipated, so the repairs are more extensive. The UDOT bridge replacement projects were also discussed.

Public Works Director Mike Casper explained that he has been working with a landowner who has agreed to sell 1.87 acres for the road realignment project in Roosevelt. The Assessor valued the commercial property between $58,000 to $80,000 per acre. The land owner agreed to $58,000 per acre, for a total cost of $109,956. The parties discussed safety issues on Highway 40 and the fact that the purchase is fee simple, meaning the County would own it outright. The landowner is willing to pay half the cost of the fencing. It would be about $19,000. Commissioner Killian made a motion to purchase the property for the road realignment of 1.87 acres for $58,000 per acre. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.

Human Resource Generalist Tommi Mascaro presented the May Employee of the Month Award to Duchesne Librarian Katherine Miller. Duchesne Library Assistant Branch Manager Lori Ann Potter explained Mrs. Miller’s abilities and the programs she administers. Mrs. Miller has recently completed her para-professional certification. Mrs. Miller thanked everyone for the honor and award. Each Commissioner recognized her for the dedication and commitment to the County, and they are grateful for the wonderful staff at the Library.

The parties reviewed the County Departments' fee schedule. Community Development Assistant Director Mike Gottfredson proposed changes to the subdivision's preliminary and final plats. The parties discussed the best way to cover some of the County's costs while keeping it affordable for the developer. The County will have a public hearing to adopt the new fee schedule. It will be scheduled in June.
