OAKWOOD CITY COUNCIL WORK SESSION

SEPTEMBER 16, 2024

The Council of the city of Oakwood, Ohio met in a work session and executive session on Monday, September 16, 2024 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance were City Manager Norbert Klopsch and Law Director Rob Jacques.

Mayor Duncan called the work session to order at 6 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following work session agenda items:

  • STATUS REPORTS
    • Auditor of State Award: Mayor Duncan noted that he will recognize Cindy Stafford, CPA, for once again completing a successful financial audit and receiving the Auditor of State Award.
    • Citizen Committee Appointment: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to appoint Samantha Elder to the Board of Zoning Appeals.
  • VISITORS
    2024 July and August Beautification Award Winners: Mayor Duncan mentioned that he will recognize recipients of the 2024 July and August Beautification Awards.
  • LEGISLATION: Council discussed the following legislation scheduled for the regular session this evening:
    • A Resolution to recognize Carol Collins. Mayor Duncan shared that Ohio State Representative Andrea White will also present Leisure Services Director Carol Collins with a statehouse commendation recognizing her 50 years of public service.
    • A Resolution to approve Existing Property Tax Amounts and Rates.
  • STAFF REPORT: Mr. Klopsch noted that Public Works Director Doug Spitler, PE, will deliver a PowerPoint presentation at the regular session this evening with updates on various Public Works projects and operations.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Budget Review Committee: Mr. Klopsch mentioned that longtime committee member and chair Dave Dickerson recently informed him that work commitments between now and the end of 2025 will make it difficult for him to attend meetings. Mr. Dickerson suggested that City Council consider appointing a new chair and replacing him on the committee. Mr. Klopsch will meet with Mr. Dickerson to discuss the matter.
