19-25 Wonderly Demolition: Mr. Klopsch reported that staff is planning to wait until March or April 2025 to demolish the 4-unit apartment at 19-25 Wonderly Avenue. The project will need to be presented for approval to the Planning Commission, which is planned for the November 6 meeting.
1313 Far Hills Sale: Mr. Klopsch stated that the city is seeing little interest from persons desiring to purchase the vacant lot at 1313 Far Hills. Mr. Jacques mentioned that he had received an inquiry recently but that the discussed potential offer would have been substantially less than the appraised value of the land.
Public Utilities/Waterworks/Sewer, Mrs. Turben
Utilities on Private Streets: Mr. Klopsch commented on a lengthy memorandum prepared several years ago by Law Director Rob Jacques addressing maintenance and repair responsibilities for underground utilities located on private roadways. Mr. Jacques explained the legal complications and lack of information to determine absolutely the responsibilities based on law. This matter will be addressed again at a future work session.
Annual Water Testing: Mr. Klopsch reported that the 2024 annual water testing required by the USEPA and Ohio EPA was successfully completed. None of the 20 water samples tested for lead and copper content exceeded the EPA “Action Levels.” Mr. Klopsch will report this information to the Board of Health at the September 24 meeting.
Streets & Alleys, Mr. Stephens
Far Hills Resurfacing Project: Mr. Klopsch mentioned that all of the roadway mill and overlay work is now completed. Final phases of the project will be completed over the next two or so weeks.
Far Hills School Zone and Signal Advance Flashers: Mr. Klopsch noted that staff is moving forward with a project to replace the two Far Hills Avenue school zone flashers with solar powered devices. This will allow the city to remove overhead power feed wires from nearly a dozen RTA poles, which will allow RTA to permanently remove the poles.
HPS Street Light Replacement: Mr. Klopsch confirmed that staff is working with Miami Valley Lighting to replace 96 street lights on Oakwood thoroughfares including Far Hills Avenue, Shroyer Road, W. Schantz Avenue and Oakwood Avenue north of the Five Points intersection. New LED technology light fixtures will be installed in place of old High Pressure Sodium (HPS) fixtures.
MISCELLANEOUS
October 8 OIC Meeting: Mr. Jacques mentioned that the September meeting of the OIC Leadership Team is cancelled and that the October 8 meeting will be held at the city building, in lieu of Wright Library. Mr. Jacques added that Leadership Team Chair Madeline Iseli is seeking someone to replace her in the leadership role.
KMO Chamber of Commerce: Mr. Klopsch commented on the closing of the Kettering Moraine Oakwood Chamber of Commerce. The city has been paying about $1,800 annually in membership dues. Mr. Klopsch opined that the city will likely be contacted by the Dayton Chamber of Commerce soliciting Oakwood’s membership.
