OAKWOOD CITY COUNCIL WORK SESSION

OCTOBER 16, 2017

The Council of the city of Oakwood, Ohio, met in a work session on Monday, October 16, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following agenda items:

  • o Finance, Vice Mayor Byington
    • ➢
      2018 Budget: Mr. Klopsch gave an update on the status of the 2018 Budget. The citizen Budget Review Committee (BRC) meets tomorrow. Mr. Klopsch will provide an update on the proposed 2018 major capital expenses and will provide details on each of the individual budget line items. In regard to capital expenses, two major HVAC projects will be included in the budget. One is to replace the air conditioning system at the city building and the second is to replace the air conditioning system at the OCC. Mr. Klopsch will present to the BRC a recommendation to increase the sanitary sewer rates. This rate increase is in response to a 14% sanitary sewer rate increase to be implemented by Montgomery County. He will also present to the BRC a recommendation on how to address the municipal income tax issue. The MVCC Broadband Fiber Optic Project has been removed from the 2018 Budget. A $45,000 supplemental appropriation ordinance will be presented at the November 6 council meeting to pay for this project with 2017 funding.

      HB 49 Challenge: Law Director Rob Jacques provided an update on the statewide legal challenge against the State starting centralized collection for certain business taxes. Well over 100 jurisdictions in Ohio are involved in the lawsuit.
  • o Planning & Zoning, Vice Mayor Byington

      UD Property and Hawthorn Hill: Mr. Klopsch and Mr. Jacques mentioned that staff recently met with UD officials to discuss the use of the property at 1477 Ridgeway Road. It was a productive meeting. Staff expects that an acceptable use plan can be developed.

      Food Trucks: Mr. Jacques mentioned that there is an increasing number of food truck vendors interested in doing business in Oakwood. This raises zoning issues. Over the next month or two, staff will draft proposed code changes to address this new enterprise. The matter would first go to the Planning Commission.
  • o Public Properties, Mr. Epley

      Shafor Park Tennis Facility: Mr. Klopsch reported that he met recently with Oakwood Schools Treasurer Kevin Philo and Superintendent Kyle Ramey to discuss tennis facilities. It appears that the Oakwood Schools will not pursue an agreement with UD for continued use of the University's Old River tennis courts. With that decision, the Schools are planning to partner with the city in the 2018 project that involves complete reconstruction of the Shafor Park Tennis Facility.
