WHEREAS, vital statistics services in Ohio, including the registration of births, deaths, fetal deaths, and other vital statistics, as well as the maintenance and distribution of birth and death records, are managed by the state’s Office of Vital Statistics, a division of the Ohio Department of Health (ODH), through a system of primary registration districts operated by local boards of health, including the Oakwood Board of Health; and
WHEREAS, the Oakwood Board of Health is the last remaining local health district within Montgomery County that operates as a primary registration district for vital statistics, with all other jurisdictions within the county being served by Public Health – Dayton & Montgomery County (PHDMC); and
WHEREAS, ODH is moving towards an expanded service model that will require statewide-issuance of all vital statistics records, which is anticipated to cause a substantial increase in the volume of activity for smaller, local primary registration districts; and
WHEREAS, the Oakwood Health Commissioner has recommended that the Board discontinue serving as a primary registration district for vital statistics, and to relegate that function to PHDMC, which has appropriate personnel and resources to handle the anticipated volume of statewide record requests;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF HEALTH OF THE CITY OF OAKWOOD, MONTGOMERY COUNTY, OHIO, THAT:
The Board hereby accepts the Health Commissioner’s recommendation to discontinue serving as a primary registration district for vital statistics, and to relegate that function to Public Health – Dayton & Montgomery County (PHDMC).
The Health Commissioner’s action to terminate the appointments of the local Registrar and Deputy Registrar of Vital Statistics is hereby ratified and affirmed, and the Health Commissioner is hereby authorized to take any other steps necessary and appropriate to wind up and discontinue the offering of vital statistics services through the Oakwood Board of Health.
This resolution shall take effect upon passage. The Secretary is authorized and directed to transmit a copy hereof to the appropriate office(s) of the Ohio Department of Health and/or PHDMC.
