The Council of the City of Oakwood, State of Ohio, met in an executive session and work session at 6:30 p.m. in the conference room of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the City of Oakwood.
The meeting was streamed live from the Oakwood city website and telecast live on Cable Access Channel 6.
The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Mrs. Jackson advised Council she had read the meeting minutes of the September 15, 2025, regular session, executive session, and work session. Mrs. Jackson reported that she found the minutes to be correct and complete. Therefore, it was moved by Mrs. Jackson and seconded by Mr. Stephens that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously, and it was so ordered.

VISITORS
Human Services Levy Campaign, Montgomery County Commissioner Carolyn Rice – Commissioner Rice updated Council on the November Human Services Levy renewal ballot issue, which supports a wide range of local human service organizations and benefits more than 100,000 county residents. The renewal was last passed in 2017 and will not result in tax increases. This combined levy provides a range of services and benefits people from every community in Montgomery County.
Mayor Duncan stated that Oakwood has historically had the highest percentage of yes votes among all cities in Montgomery County for the Human Services Levy.
Karen Bartley from the Oakwood Historical Society shared some updates about the organization's reorganization. They are actively working to transform the Long-Romspert Homestead into a true museum, which is a positive step forward in preserving local history. Additionally, the society has secured a grant of $4,999 to help with restoration efforts. Over the next four to six months, they aim to define a clear vision for the future, highlighting their commitment to making meaningful improvements and enhancing the community's engagement with its history.
Nina Anglin, the Oakwood Florist, thanked City Council and staff for the installation of the bike rack in the Shops of Oakwood. She said that the Shops of Oakwood would like the city’s help to showcase the shops and upcoming events effectively.
