AMENDING EXISTING SECTION 121.01, DEPARTMENTAL ORGANIZATION; SECTION 131.01, CITY MANAGER AS SERVICE DIRECTOR; FUNCTIONS; CHAPTER 139, CLERK OF COUNCIL; AND SECTION 141.02, MERIT SYSTEM/DEFINITIONS; ALL WITHIN THE OAKWOOD ADMINISTRATIVE CODE, SO AS TO UPDATE THE SAME FOR CONSISTENCY WITH THE CITY’S ORGANZATIONAL AND STAFFING SCHEDULE; AND DECLARING AN EMERGENCY.

WHEREAS, upon recommendation of the City Manager, which Council hereby accepts, it is necessary to update the Oakwood Administrative Code to reflect organizational and staffing changes within various departments of the City;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OAKWOOD, STATE OF OHIO, THAT:

SECTION I.

Existing Section 121.01, Departmental Organization, of the Oakwood Administrative Code is hereby amended to read as follows, with new text appearing in bold font and deleted text appearing in strike-through font:

121.01 DEPARTMENTAL ORGANIZATION.

The administrative section of the City shall be divided, under the City Manager, into the following departments with the following heads thereof:

Finance Department Finance Director
Law Department Law Director (sometimes referred to as City Attorney)
Safety Department Public Safety Director
Service Department City Manager Public Works Director
Water Department City Manager
Personnel Department Personnel Director.
SECTION II.

Existing Section 131.01, City Manager as Service Director; Functions, of the Oakwood Administrative Code is hereby amended to read as follows, with new text appearing in bold font and deleted text appearing in strike-through font:

131.01 CITY MANAGER AS SERVICE DIRECTOR; FUNCTIONS.
A.
The Service Department (also referred to as the Public Works Department) shall be under the direction of the City Manager unless another director of that department has been appointed under Section 5.02 of the Charter of the City a Public Works Director who shall be accountable to the City Manager.
B.
Under supervision of its director, the Service Department shall perform the following duties:
1.
Maintain and repair the public buildings, parks and grounds owned and operated by the City.
2.
Maintain, repair, construct, improve and extend the public streets of the City;
3.
Collect, remove and dispose of garbage, rubbish, trimmings, refuse and trash from residence and other places within the City;
4.
Trim and prune trees and shrubbery upon the public streets and the land of the City and remove dead trees and tree stumps therefrom
