Joe Tippits with TransWest Express LLC

Staff Update – Ordinance #25-419

Community Development Director Mike Hyde explained that TransWest Express LLC is constructing a new direct current (DC) power transmission line from southern Wyoming to the Las Vegas area. The applicants purchased several lots in Vista Valley Estates, Unit 4, to facilitate powerline construction and are seeking to amend the plat to consolidate the small lots, vacate and relocate some roadway sections, and vacate some utility easements that are no longer necessary for the development of the amended lots.

The Planning Commission, on May 14, 2025, conducted a public hearing pursuant to Utah law and the county subdivision ordinance on the proposal. After hearing that the plat amendment results in lots becoming less non-conforming and that none of the local utility companies had an objection to the vacation or relocation of the roads and utility easements, the Planning Commission unanimously recommended approval of the request and has recommended findings of fact and conclusions of law that the County Commissioners should adopt to justify approval of Ordinance #25-419
