The Delaware-Muncie Metropolitan Plan Commission (MPC) held its regular monthly meeting on Thursday, February 5, 2025 at 6:00 PM, in the Commissioners’ Court Room of the Delaware County Building, 100 West Main Street, Room 309A, Delaware County, Indiana. President Chris Smith called the meeting to order.
Ms. Swackhamer called roll and the following members were present: Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. Ivy, Ms. Kring, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Absent: Mr. Ivy (at 6:04 PM), Mr. Borchers, and Mr. Leach. Also present: Mr. Wiseley, attorney for the Board.
Mr. Landess made a motion to approve the January 2026 meeting minutes. Mr. Brand seconded the vote. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. Landess, and Mr. Smith. Voting against: None. Abstaining: Mr. LaChat and Ms. Sipe. Motion carried, January 2026 minutes approved.

Being a consideration of a petition to vacate lots, alleys and streets within the Original Plat of the Town of Mt Pleasant; Lots 1 and 2 in Block 6; Lots 3, 4, 5, 6, 7, and 8 in Block 6, and a part of Lots 1, 2, 6 and 7 in Block 7; Lots 3, 4, 5, and 8, and a part of Lots 2, 6, and 7 in Block 7; Lots 1, 2, 5 and 6 in Block 8; Lots 1, 2, 3, and 4 in Block 5, all in the Original Plat of the Town of Mt. Pleasant.
Kathy Vannice, Ashton Land Surveyor, 325 West Washington Street, Muncie, Indiana, appeared to represent the applicant. She stated that the applicant was requesting to vacate a plat from 1887 that did not meet the current standards. She stated that there was a barn in the street and houses that were sitting on smaller lots. She stated that if they vacated the lots, alleys, and streets of this section then they could combine parcels to make them legal parcels that could be sold and utilized.
Mr. LaChat stated that based on the aerials it appeared that some of the streets were no longer in use.
Ms. Vannice stated that they had never been improved.
Ms. Swackhamer noted for the record that Mr. Ivy was now present at 6:04 PM.
Mr. Smith asked if this had been this way since 1887, how did we get to 2026 and realize that it was not correct.
