Whereas, Joseph Lucas will assist with the review, organization, documentation, and maintenance of financial records and related administrative projects under the direction and supervision of authorized Borough personnel; and

Whereas, the Mayor and Borough Council find that the appointment of Joseph Lucas is in the best interest of the Borough of Somerville.

Be It Resolved, by the Borough Council of the Borough of Somerville, in the County of Somerset, State of New Jersey, that Joseph Lucas is hereby appointed as an Unpaid Financial Documentation Analyst Intern, effective August 18, 2026, for a ten-week project.

Whereas, Firemen’s Walk is a Borough-owned, open-air pedestrian passageway connecting Municipal Parking Lot #4 to Division Street in Downtown Somerville, situated between two privately owned buildings; and

Whereas, the Borough of Somerville (the “Borough”) has determined that the installation of a security camera serving Firemen’s Walk will enhance public safety along the passageway and promote the general welfare of residents, businesses, and visitors to the Division Street corridor; and

Whereas, because the Walk is an open-air alleyway lacking Borough-owned vertical structures suitable for camera placement, the north wall of the building located at 24 Division Street, designated as Block 11, Lot 16 on the Borough tax map (the “Property”), which faces the Walk, provides an appropriate mounting location; and

Whereas, 24 Division REDEV LLC, the owner of the Property (the “Owner”), has consented to the installation of a security camera and associated equipment on the north wall of its building, subject to the terms of a written license agreement; and

Whereas, under the proposed License Agreement, the Borough will own the camera and associated equipment, will install, operate, maintain, and insure the equipment at its sole cost and expense, and will bear all costs associated with the project, and the Agreement creates no interest in real property and is terminable by either party upon sixty (60) days’ written notice; and

Whereas, the form of License Agreement has been reviewed by the Borough Attorney; and
