significantly different evaluations reflected the General Manager’s job performance or personal disagreements. Mrs. Turner highlighted accomplishments achieved during the General Manager’s tenure, including improvements to recreational facilities, infrastructure, drainage, parks, golf facilities, community events, financial management, and maintaining assessments without an increase while strengthening District reserves. She stated that performance evaluations become part of an employee’s permanent public record and should be supported by documented performance concerns rather than personal differences.

  • Fenton Maxwell, 2500 Monza Drive, stated that, based on his management experience, he found the two low evaluations to be unprofessional and inconsistent with accepted employee evaluation practices. He stated that evaluations should be based on objective performance measures and expressed his opinion that the General Manager demonstrated effective leadership. Mr. Maxwell thanked the General Manager for his work and stated that he believed the District was well maintained and financially well managed.
  • George Puffenberger, 4035 Mendoza Drive, former General Manager stated that he had observed every General Manager serving the District since its early years and considered the current General Manager to be among the most effective. He discussed the distinction between the Board’s governance role and the General Manager’s responsibility for day-to-day administration of the District. Mr. Puffenberger stated that he believed the General Manager had successfully carried out those responsibilities and expressed his confidence in the General Manager’s leadership and performance.
  • Jim Van Horn, 6830 Matanzas Drive, questioned the purpose of the discussion following the completion of the General Manager’s evaluation. He stated that each supervisor was entitled to express his or her opinion through the evaluation process and that differing viewpoints should be respected. He commented that the General Manager remained employed regardless of the differing evaluations and encouraged the Board to move forward and allow the General Manager to continue performing his duties.
  • Brian Gross, 4900 Pebble Beach Drive, read into the record a letter submitted by Jerry Clevenger, 3516 Sunrise Drive, who was unable to attend the meeting. Our family bought a condo on Matanzas in 2008, and it was mainly used by my parents.my brother and sister would come down in the winter for a week or so, but you couldn’t consider us “Snowbirds””. In 2012 my wife and I bought a house on Manor Drive and we did become Snowbirds. Our current home is on Sunrise Drive where we have been permanent residents since 2024. This is to let you know we have a short “history” in Sun N Lake and, although we liked it here, nothing in the way of major improvements took place until you became the GM. Your enthusiasm and vision have made and will continue to make a noticeable difference. I pay attention to what local government does because I served on the Town Council of Winona Lake IN for 8 years, our town was sleepy and had some major problems - during my tenure we transformed the “business district” - built walking/biking paths with Federal grants - and made many positive changes that have made Winona Lake a destination community in Northern Indiana. The first thing our Winona Lake Town Board did in January 2000 was hire a Town Manager (who happened to be a friend and retired Police Chief), The Town Board set the plans, and our Town Manager took the reins and turned the plans into action. That is exactly what needs to take place here and I firmly believe you are the best person for the job. The two supervisors who are treating you badly need to go, their only agenda is “get Boz’ - you might call it “Boz Derangement Syndrome” - they are a poison in our community, and I will work hard to replace them in the next election cycle.
