  • However, that isn't the issue I want to address. I am appalled and frankly disrespect a couple of board members, specifically Mr. McLaughlin, and Mr. Gilpin. Four of the board members gave pretty high rating of Mr. Bossert (Boz) performance. I do think some of those ratings, after reading the respective comments, may be somewhat inflated. However, McLaughin gave straight across 5's on a scale from zero to 25. Gilpin gave straight zeros! It is abundantly clear that these two board members have a personal vendetta against the General Manager, and their own agenda. Take the Board Relations & Communications section. Four board members talked quite positively about how Boz handles this section. Granted, there were a couple of suggested improvements, but all in all, positive. Gilpin says, “Everything in this section he doesn’t comply with to me”. McLaughlin states, “Mr. Bossert does not maintain open communication with all board members”. Are you two guys at the same meetings? Why do you think the other board members feel this is going quite well? Mr. Bossert has a big job. After reading the reviews, I must assume he has difficulty getting agreed upon support from the board. It bothers me that my district is represented by such a dysfunctional board in which Mr. Bossert has to work around. The dysfunctionality is easily attributed to Gilpin & McLaughlin. Our district would be better served if those two gentlemen would resign.
  • Kim Ladue, 2830 Monza Drive, asked whether the Board President or legal counsel had any procedural responsibility to address the significant disparity in the evaluation scores or require supporting documentation for the low ratings. She expressed concern about the effect of the public evaluations on the General Manager's professional reputation and asked what, if there are any, action the Board could take to address the matter. Staff responded that, following public comments, the Board would discuss the General Manager's contract and determine whether to leave it unchanged or consider a merit adjustment.
  • Dan Dilts, 3801 Cantoria Avenue, stated that he supported the General Manager but believed residents deserved a more detailed explanation for the evaluation scores of 0 and 25. He requested that the supervisors who assigned those scores identify the specific performance deficiencies supporting their evaluations and questioned whether those concerns had been communicated directly to the General Manager during the year.
  • Barbara Caramanna, 5010 Myrtle Beach Drive, stated that while no employee is perfect, she believed the scores of 0 and 20 were not justified based on the General Manager's accomplishments. She stated that the low scores appeared to reflect personal bias rather than performance and encouraged Board members to communicate concerns directly with the General Manager before issuing such evaluations. She also stated that, if significant concerns existed, they should be explained publicly rather than reflected solely through numerical ratings.
  • Dave Alexander read for the record a letter submitted by Dr. Stevens, who was unable to attend the meeting. The letter criticized the General Manager's response to the evaluation, characterized it as unprofessional, and expressed concerns regarding leadership, accountability, and management of District operations, including the condition of the golf course greens. After reading the letter, Mr. Alexander stated that, in his own experience, concerns he had reported to the General Manager had not been addressed to his satisfaction.
