Council considered the transfer and appropriation requests, taking several items out of order to accommodate department schedules.
1216-694 Ineligible Standard Deduction
Chief Deputy Auditor Tonya Dunsmore presented a transfer to provide funding for three Auditor's Office employees to increase from 32.5 hours per week to 40 hours per week beginning with the September 3 pay period.
The request included Payroll Deputy 04 - $2,700.00; Head Bookkeeper 06 - $2,800.00; Insurance Deputy/Recording Secretary 11 - $3,100.00; FICA - $700.00; PERF - $975.00; and Workers Compensation Insurance - $125.00, with a reduction of $10,400.00 from Part-Time.

Chief Deputy Auditor Tonya Dunsmore presented a major transfer totaling $10,000.00 from Part-Time and Overtime Pay to Auditor salary and benefit lines.
The request included Finance Deputy 03 - $2,800.00; Claims Deputy 12 - $2,700.00; Finance Deputy 21 - $2,800.00; FICA - $646.95; PERF - $935.57; and Workers Compensation Insurance - $117.48, with reductions of $6,000.00 from Part-Time and $4,000.00 from Overtime Pay.

1200-247 Public Defender Supplemental Fund
Public Defender's Office, Shelley Harvey presented an appropriation request originally totaling $55,600.00. The request included additional compensation for deputy public defenders and other employees, FICA, PERF, Office Supplies, and Rental Lease Building expenses.
Ms. Harvey explained that the State Public Defender Commission had advised the County that deputy public defender compensation had fallen below the required level in comparison with deputy prosecutor salaries. The additional compensation was necessary to maintain compliance and avoid reduced reimbursement and reduced allowable caseloads.
Council discussed the portions of the request involving staff positions and the Chief Public Defender. Mr. Whitehead moved to remove lines 134, 144, 148, 156, 173, and 180 and adjust the FICA and PERF amounts accordingly.
MOTION: Whitehead to amend the appropriation request by removing lines 134, 144, 148, 156, 173, and 180 and adjusting FICA and PERF accordingly.
SECOND: Mochal.

Following the amendment, the revised appropriation totaled $48,163.00.
