911 Director Fred Cummings presented an appropriation of $85,000.00 to 311 Contractual Services. Mr. Cummings explained that the appropriation was for an AI-assisted system designed to answer and route non-emergency administrative calls rather than 911 emergency calls. The system can assist with routine requests such as accident reports and other administrative matters, reducing the number of calls that must be handled by dispatchers. Mr. Cummings stated that the Commissioners had approved a three-year contract at $85,000.00 per year and that the agreement was undergoing legal review.

1131 COUNTY SALES DISCLOSURE TO 1224 REASSESSMENT - MAJOR TRANSFER

Chief Deputy Assessor Sherry Chafin presented a major transfer of $10,407.00 from 1131-311 Contractual Services to 1224-311 Contractual Services. Total transfer was $0.00. Ms. Chafin explained that the funding had originally been appropriated to the incorrect Contractual Services line. The transfer placed the money into the correct line for Form 11 programming and mailing expenses.

APPOINTMENTS AND COMMITTEE REPORTS

CIVIC CENTER AUTHORITY

Council discussed vacancies on the Delaware County Civic Center Authority Board. Maryanne Katville had expressed interest in serving. Council noted that one additional vacancy remained and that the remaining appointment must be filled by a Democrat. Interested residents were encouraged to submit an application to the Auditor's Office.

MOTION: Piper to appoint Maryanne Katville to the Delaware County Civic Center Authority Board for a two-year term.

DELAWARE COUNTY REDEVELOPMENT COMMISSION

Amber Greene provided an update on the Delaware County Redevelopment Commission. DCRC continued its economic development agreements and provided $60,000.00 to Liberty-Perry Schools for the County's first all-ADA, no-barrier playground.

DCRC obtained appraisals for approximately 32 acres on Cowan Road and approximately 8.33 acres on Innovation Drive in Daleville. An RFP was expected to be issued for the Innovation Drive property.
