COMBINED DRAINAGE BOARD AND STORM WATER MEETING MARCH 11, 2026

Members present at the meeting were the following:
William Whitehead, President · Joseph Hamilton, Vice President · Sherry Riggin, Commissioner · John Christy, Member · Wayne Bothel, Member · Danyel Struble, John Brooke, Attorney · Tom Borchers, Surveyor · Jennifer Licht, Recording Secretary. All board members appointed on January 5, 2026 for 1 year.

Simultaneously, the Storm Water Board meeting was called to order, with Commissioner Brand, Commissioner Riggin and Mr. Borchers, Surveyor present and Commissioner Henry absent.

President, William Whitehead, opened the meeting by welcoming the audience and inviting them to participate in the pledge of allegiance.

APPROVAL OF MINUTES:

Mr. Whitehead entertained a motion for the approval of the February 11, 2026 Drainage Board Meeting Minutes. Mr. Hamilton moved for approval. Motion seconded by Commissioner Riggin.
Motion passed 5-0.

PUBLIC COMMENT:

Tammy Harris, 201 E Purdue Muncie, Morningside Neighborhood Association, I’m here again to bring up the dangerous, rusted metal culverts at the end of driveways on Harvard Avenue that cause standing water and mosquito issues. They need replaced. Mr. Borchers stated I, the Mayor, and Muncie Sanitary District have met out there several times. The side ditch is not a regulated drain, placing it outside the board's immediate legal jurisdiction. Plus, if it was a regulated drain, the structures that they're talking about would be a private structure just like any other culvert. If the drainage board wants to get involved, we would have to except this as a regulated drain so we can do maintenance on it. Then there would have to be a vote if you wanted to replace the culverts. Commissioner Brand stated I recommend requesting an official statement from City Engineer Adam Leech since the area may fall under city right-of-way.

Mr. Hamilton stated I would like to wait until after the drainage and storm water board meeting to discuss the three alternatives with Mr. Miller from Banning.

Mr. Borchers stated right now they're in the process of performing task one. I haven't had an update. I think it should be coming pretty soon.

Tommie Humbert, Delaware County Highway Department, I hope everybody understands that ditch is going to be pulled back to the west another times what it is right now. It’s going to actually take work from inside the field. We have fought with this for years and years to try to protect our road from undermining. I feel like that's completely off my jurisdiction in this area. Mr. Brooke stated if this ditch affects the roadway, it can be within your jurisdiction because it impacts the
