THE MINUTES OF THE MEETING OF THE BOARD OF HEALTH, CITY OF OAKWOOD, STATE OF OHIO

The meeting was held on Tuesday, July 22, 2025, in the conference room at the Oakwood City Building, located at 30 Park Avenue.

Attending in person were:

  • Dr. Bill Coyne, DDS, Vice Chair
  • Mrs. Diane Scott, R.N.
  • Dr. Elizabeth Hardy, PhD
  • Dr. Steve Enseleit, M.D., Health Commissioner
  • Mayor William Duncan, President
  • Katie Smiddy, Administrator/City Manager
  • Matthew Tyler, REHS, Environmental Health Director

Excused absences were Dr. David Denka, DO, Chair, and Dr. Elizabeth Maimon, DVM, MPH.

Dr. Coyne called the meeting to order at 5:30 p.m. and led a discussion on the following agenda items:

Minutes of Previous Meeting: Dr. Coyne asked that the minutes of the January 28, 2025, meeting be reviewed. There being no requested edits, motion to approve by Mrs. Smiddy; second by Mayor Duncan. Upon viva voce vote, motion passed and the minutes were approved.

Report from Chair: No report.

Report from Environmental Health Director: Matt Tyler, REHS, Environmental Health Director, commented on the following items:

  • The following previously approved resolutions were reintroduced with administrative amendments, as explained by Mr. Tyler, to reflect updates required by state surveys:
    • Resolution 25-4, Authorizing the Health Commissioner and Health Specialists to Embargo Food in Retail Food Establishments (RFE) and Food Service Operations (FSO).
    • Resolution 25-5, Authorizing the Health Commissioner and Health Specialists to Issue Cease Use of Articles in Retail Food Establishments (RFE).
    • Resolution 25-6, Authorizing the Health Commissioner and Health Specialists to Initiate Enforcement Actions for Retail Food Establishments (RFE) and Food Service Operations (FSO).
    • Resolution 25-7, Authorizing the Health Commissioner to Suspend a License for Violation Representing a Clear and Present Danger to the Public Health.
    • Resolution 25-8, Amending the Enforcement Policy Previously Adopted via Resolution 25-2.

    The Board conducted readings of these resolutions. A combined motion to approve by Dr. Coyne; second by Mrs. Scott. Upon viva voce vote, resolutions passed.

  • The Ohio Department of Agriculture food survey was completed with no action plan required.
