Mrs. Gowdy asked how large events are handled at Hawthorn Hill.

Mr. Jacques shared that events at Hawthorn Hill require people to park offsite in the nearby municipal parking lot, or entirely offsite and shuttle people in by buses or vans. Tour groups typically park at Carillon Park and are bused in.

Mr. Lauterbach asked if exterior lighting needs to be considered if permanent parking is installed.

Mr. Jacques answered yes, and said the Society is still subject to all other ordinances and the Property Maintenance Code.

Mrs. Gowdy asked how parking is handled for events at Smith Gardens.

Mr. Jacques explained that Smith Gardens is city-owned and is not subject to a special use permit.

Mrs. Gowdy asked about events held at the University of Dayton (UD) house on Ridgeway Road.

Mr. Jacques shared that the UD house is used for residential purposes and is treated as a residence. There is an agreement between the city and UD, acknowledging the property’s use for residential purposes and laying out the general guidelines for it to continue being treated as such.

Mr. Klopsch added that any homeowner in Oakwood can host parties. The city has an understanding with UD on the number of events and the number of people per event. He is not aware of any complaints.

Mr. Aidt asked if there had ever been parking complaints from events at the Long-Romspert Homestead House Museum.

Mr. Jacques said that he was not aware of any complaints.

Mr. Lauterbach asked if the proposed update is an amendment or a new special use.

Mr. Jacques said that the updates would be amendments to the existing special use permit.

Mr. Lauterbach mentioned that they would be required to have a certain number of parking spaces based on the type of use and square footage as outlined in the Zoning Code.

Mrs. Gowdy opined that offsite parking or creating addition parking onsite will need to be considered.

Mr. Jacques noted that the Long-Romspert Homestead House Museum is not a business use, but a non-residential use in a residential district.

Mrs. Gowdy said that parking is a problem throughout Oakwood and she does not want this request to be denied due to parking alone.

Mr. Jacques explained that the Planning Commission has wide discretion to impose conditions to ensure it is compatible with the neighborhood.
