TO AMEND SECTION I, 2023 ORIGINAL APPROPRIATION ORDINANCE NO. 4967, AND ANY EXISTING SUPPLEMENTS THERETO, TO PROVIDE FOR THE APPROPRIATION OF:

1. AN ADDITIONAL AMOUNT OF $985,000 TO BE TRANSFERRED FROM THE GENERAL FUND TO THE STORMWATER IMPROVEMENT / EQUIPMENT REPLACEMENT FUND FOR THE FAR HILLS STORM SEWER RECONSTRUCTION PROJECT; AND

2. AN ADDITIONAL AMOUNT OF $50,000 TO BE EXPENDED FROM THE CAPITAL IMPROVEMENT FUND FOR COSTS RELATED TO THE CONTINUATION OF A TRAFFIC SIGNAL STUDY;

3. AN ADDITIONAL AMOUNT OF $25,000 TO BE EXPENDED FROM THE REFUSE IMPROVEMENT / EQUIPMENT REPLACEMENT FUND FOR THE PURCHASE OF A REFUSE SCOOTER; AND

4. ADDITIONAL TRANSFERS RELATED TO THESE EXPENDITURES;

FOR THE CITY OF OAKWOOD, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2023.

WHEREAS, the city is preparing to commence the 2023 Far Hills Storm Sewer Reconstruction Project (the “sewer project”), a critically important improvement to the city’s stormwater infrastructure; and

WHEREAS, the city applied for grant funding through the Ohio Public Works Commission in connection with the sewer project, but the application was denied; and

WHEREAS, the sewer project was included in the 2023 budget but did not include a transfer from the General Fund to the Stormwater Improvement/Equipment Replacement Fund because the grant application was still pending during the budgeting process; and

WHEREAS, the city has previously engaged the services of a traffic engineering consultant to conduct a significant study of the 17 signalized traffic intersections throughout Oakwood, with the goal of creating a multi-year plan for major capital improvements to this critically important public infrastructure; and

WHEREAS, as the study has progressed, the city manager has recommended an expanded scope of work to include additional areas of study as well as modeling and animation that will be necessary to engage and educate the public in a series of public meetings to be held later this year; and

WHEREAS, this additional scope of work is a new recommendation that was not included in the 2023 budget; and

WHEREAS, in addition, the city recently received insurance proceeds related to a refuse collection scooter that was damaged in a 2022 accident, but the replacement thereof was not included in the 2023 budget because the insurance claim had not yet been resolved and paid; and

WHEREAS, this supplemental appropriation will authorize an additional transfer of $985,000 from the General Fund to the Stormwater Improvement / Equipment Replacement Fund for the 2023 Far Hills Storm Sewer Reconstruction Project; an additional $50,000 to be transferred from the General Fund to, and expended from, the Capital Improvement Fund for the continuation of the traffic signal study; an additional $25,000 to be expended from the Refuse Improvement/Equipment Replacement Fund for a replacement refuse scooter; and an additional transfer of $23,900 from the General Fund to the Refuse Improvement/Equipment Replacement Fund in relation to this expenditure;
