As management of Delaware County, (the County), we offer readers of the County this narrative overview and analysis of the financial activities of the County for the fiscal year ended December 31, 2025.

Financial Highlights

  • The assets and deferred outflows, $210,665,591 and $5,620,816, respectively of the County exceeded its liabilities and deferred inflows of $86,630,840 and $28,380,104, respectively at the close of the most recent fiscal year by $101,275,463 (net position).
  • The County's governmental activities' total net position increased by $16,898,617 as compared to the prior year.
  • At the close of the current fiscal year, the County's governmental funds reported combined ending fund balances of $73,017,312, an increase of $11,053,884 in comparison to the prior year. Approximately 16.87% of the total amount in the combined ending fund balances, $12,318,162 is available for spending at the government's discretion (unassigned fund balance).
  • At the end of the current fiscal year, the fund balance for the general fund was $12,411,161 which represented 30.26% of total general fund expenditures $41,010,567, excluding transfers out.

Overview of the Financial Statements

This discussion and analysis is intended to serve as an introduction to the basic financial statements. The basic financial statements are comprised of three components: 1) government-wide financial statements, 2) fund financial statements and 3) notes to the financial statements. This report also contains other supplementary information in addition to the basic financial statements themselves.

Government-Wide Financial Statements

The government-wide financial statements are designed to provide readers with a broad overview of the County's finances, in a manner similar to private-sector business.

The statement of net position presents information on all the County's assets, deferred outflows of resources, liabilities and deferred inflows of resources with the difference between the assets plus deferred outflows and liabilities plus deferred inflows reported as net position. Over time, increases or decreases in net position may serve as a useful indictor of whether the financial position of the County is improving or deteriorating.

The statement of activities presents information showing how the government's net position changed during the most recent fiscal year. All changes in net position are reported as soon as the underlying event giving rise to the change occurs, regardless of the timing of related cash flows. Thus, revenues and expenses are reported in this statement for some items that will only result in cash flows in the future fiscal periods (e.g., uncollected taxes and earned but unused vacation leave).

Both of the government-wide financial statements distinguish functions of the County that are principally supported by taxes and intergovernmental revenues (governmental activities) from other functions that are intended to recover all or a significant portion of their costs through user fees and charges (business-type activities). The governmental activities of the County include general government, public safety, highways and streets, economic development, health and welfare and culture and recreation.
