Delaware County, Indiana
As of the end of the current fiscal year, the County's governmental funds reported combined ending fund balances of $73,017,312, an increase of $11,053,884 in comparison with the prior year. The fund balance has restricted fund balance of $60,454,299, committed fund balance of $176,509, assigned fund balance of $68,342 and unassigned fund balance of $12,318,162 (See page 4).
The general fund is the chief operating fund of the County. At the end of the current fiscal year, unassigned fund balance of the general fund was $12,342,819, while the total fund balance totaled $12,411,161. As a measure of the general fund's liquidity, it may be useful to compare both unassigned fund balance and total fund balance to total expenditures of $41,010,567 excluding transfers. The total fund balance represents 30.26% of total general fund expenditures.
The fund balance of the County's general fund had an increase of $195,415 during the current fiscal year. Key factors in this increase are as follows:
- Revenues exceeded expenditures by $3,719 excluding other financing sources and uses. Revenues increased by $1,290,343 and expenses increased by $3,209,770 from 2024 to 2025.
- Majority of the revenue changes include an increase in property tax earnings of $1,203,787.
- Major expenditure changes include an increase in current public safety and capital outlay expenditures of $1,405,736 and $910,425.
General Fund Budgetary Highlights
Elected officials and department heads submit budgets to allow for the effective operation of the County. Several revenue assumptions are used at the time of budget development, but when the actual revenue information becomes available, the County adjusts the budget accordingly.
Differences between the original budget and the final budget included a $1,775,798 increase in appropriations that are briefly summarized below:
- The final budget for the general fund increased $1,775,798 from the original budget passed by the County council. General government increased $1,408,646 from the original budget passed by the County council. Public safety increased $659,026 from the original budget passed by the County council. Health and human services decreased $291,874 from the original budget passed by the County council.
- The final budget for the general fund revenues exceeded expenses for the year by $3,478,055.
Capital Asset and Debt Administration
Capital Assets. The County's investment in capital assets for its governmental activities as of December 31, 2025 amounts to $98,738,825 (net of accumulated depreciation). This investment in capital assets includes land, buildings, improvements, machinery and equipment and infrastructure.
