Staff Field Evaluation:

Specific to food inspections; all inspection reports are reviewed in our inspection system by Supervision on a weekly basis. Additional training is provided to EHSITs/REHSs by Supervision as needed based on the review.

Once past the initial training phase, all EHSITs will be accompanied in the field by a REHS Supervisor at least monthly to ensure progress is being made on correctly identifying violations and correctly completing the inspection report forms in the field. These field visits will be documented by Supervision. Additional training is provided to EHSITs by Supervision as needed based on the review. EHSITs in addition, are asked to complete monthly evaluation forms per ODH EHSIT Review guidelines.

All REHSs will be accompanied in the field by a REHS Supervisor at least quarterly to ensure violations are being correctly identified and report forms are completed correctly in the field. These field visits will be documented by Supervision. Additional training is provided to REHSs by Supervision as needed based on the review.

For contracted inspections for Oakwood City Health District, one of the EHSIT or REHS will be accompanied by a REHS Supervisor to ensure violations are being correctly identified and report forms are completed correctly in the contracted jurisdiction at least once annually using the ratio below.

A ratio of the number of operations licensed between food service and retail food establishments will be used to determine which food program to conduct the field review in. Currently, the ratio is 3 food services to 1 retail food establishment.

PHDMC Standard Operating Guideline (SOG) 3103 discusses accountability of staff and managers. The SOG outlines parameters such as review of staff work and time accounting where Supervision accompanies staff in the field for any reason.

PHDMC is committed to ongoing workforce development. A Workforce Development Training Plan was adopted in June of 2021 and can be reviewed on PHDMC’s internal portal. The Bureau of General Services Training of Food Inspection Staff Protocols enhances the Workforce Development Plan. If and when, Standardization for food inspections is ever available and offered by Ohio Departments of Health or Agriculture, staff would be trained in Standardization.
