City of Oakwood contracts with PHDMC to provide their specialists to conduct inspections within the City of Oakwood Health Department’s jurisdiction. PHDMC will have additional training for PHDMC specialists on the requirements for conducting/documenting the Process Review inspection for any specialists that conducts retail food establishment inspections on Risk Level 4 operations.
31	Does the board of health administer/enforce the food safety code? [ORC 3717.11(A)].	The City of Oakwood amended its compliance and enforcement policy to identify the specific criteria for when non-emergency enforcement is initiated. New information discovered for the comment “During the file review, it was noted that most inspections were very short, with all risk level 1 – 4, < 25,000 square feet were all 45 minutes or less. Additionally, the risk level 4, > 25,000 square feet facility had standard/process review inspections of 90 minutes and 120 minutes, respectively. Failure to conduct thorough inspections and identify violations during routine inspections makes it difficult to enforce the Ohio Uniform Food Safety Code.” Two EHSIT/REHS specialists were conducting the inspections in the risk level 4 > 25,000 square feet. The amount of time listed on the inspection report forms is the amount of time in the operation. The amount of time inspecting the operation for two specialists would be 180 minutes and 240 minutes for the standard/process review, respectively. The specialist writing the report will now document the number of inspectors conducting the inspection in the comments section on the inspection report form. If they are training new specialists that are not helping with the inspection, this will be indicated on the report as well.
33	Does the health district train and evaluate its food program specialist(s)? [ORC 3717.11 (A)]	The City of Oakwood does not have any food inspection staff. They contract with PHDMC to provide their food inspection staff. A policy was developed regarding the training requirements expected of any inspection staff conducting inspections within the City of Oakwood.
