DCRC Meeting Minutes– May 14^th, 2026 – 9:00 A.M.

REGULAR MEETING

1. Welcome and Pledge to Flag

2. Roll Call

a. Board members present: Rob Keisling, Amber Greene, Stephen Brand, Shannon Henry, John Adams, and Kerry Wiggerly

b. Economic Development Alliance: Gina Caravaglia

c. Brooke and Struble: Danyel Struble

3. Minutes from 4-9-26 Regular meeting

a. Keisling moved to approve meeting minutes. Brand seconded. Motion carried; unanimous approval by roll call vote #1.

4. EDA 2026 Redevelopment Services – Elizabeth Rowray & Traci Lutton

a. Lutton requested a 19-month renewal of service contract with the Redevelopment Commission. The intended extension is through May 2026-December 31^st, 2027 to align with the calendar year. Lutton proposed a budget and request of $99,473 noting the ask is less because they took into account the surplus they had last year. Additionally, costs were evaluated to eliminate any unnecessary costs. Caravaglia shared her accomplishments over the last year, highlighting accomplishments related to governance and administrative support, financial oversight, and strategic engagement. Lutton added that approximately 10% of the budget was designated for professional development including sending Caravaglia to the Oklahoma University Economic Development Institute (OUEDI), a 3-year program considered a high professional standard in the field. Greene and Keisling requested to see a full detailed contract and ask the budget align until the end of 2026 so new board members can decide in 2027. Keisling moved to table request pending executive session. Henry seconded. Motion carried; 3-2 decision by roll call vote #2. Brand and Wiggerly voted no. Greene voted yes.

5. MowerMax Machine Request – Tommie Humbert & Carrie Dye

Humbert would like to purchase the MowerMax Machine for the Delaware County Highway Dept. The cost for the unit is $322,402.34. Humbert noted that the Highway Dept. recently had an auction and can apply $54,983.72 toward the purchase. The request of the Commission is for $267,418.62. The current equipment needs replaced. It has several attachments to take down brush, trees, and more. Two attachments are included in the proposal. Humbert stated this can be used to clear property around the industrial park and
