Commission Executive Assistant Melissa Hughes presented a list of County boards. The parties discussed the members that need to be reappointed and the new applicants for appointment.

Commissioner Chugg made a motion to re-appoint Jeff Crozier to the County Trails Committee. Commissioner Killian seconded the motion. Commissioner Chugg voted aye, Commissioner Killian voted aye, and Commissioner Miles voted aye. The motion passed.

Commissioner Killian made a motion to appoint Commissioner Chugg to Northeastern Counseling. Commissioner Miles seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.

Commissioner Killian made a motion to appoint Commissioner Chugg to the Duchesne County Library Board of Trustees. Commissioner Miles seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.

Discussion & Consideration of Ordinance #25-416; An Ordinance Adopting the County Land Use Fee Schedule

Chief Deputy Attorney Grant Charles explained Ordinance #25-416; An Ordinance Adopting the County Land Use Fee Schedule. A Transportation Service Fee shall be paid by the developer of a new Oil and Gas Drilling and Production Site, as defined in County Code 8-2-1 and as required in County Code 8-13-5-4-R, except that compressor stations, water handling facilities, and vertical wells shall be exempt until such time as additional information is gathered, analyzed. Transportation Service Fees shall be due prior to the commencement of spudding or construction. The Transportation Service Fee for Paved and Graveled Roads is calculated on the Ordinance. A road maintenance agreement may be entered into in lieu of the Transportation Service Fee for Graveled Roads at the discretion of Duchesne County.

The County Land Use Fee Schedule for Standard Subdivisions, Minor Subdivisions, Plat Amendments, Conditional Use Permits, Zoning District Changes, Appeal Decisions, and Transportation Service Fees is also listed in the Ordinance.

Public Comments

John Hancock lives on Smiley Road (a County Class D Road) and is upset about the road's condition. He said the Oil and Gas Industry removed its equipment from the area and hasn’t returned to repair the damage it caused. He asked the county for help fixing the road.
