United States” (WOTUS) will be completed to support permit applications. A bat and migratory bird inspection will be conducted at the time of the WOTUS for ESA compliance.
Anticipated regulatory permits for this Project include:
IDEM Section 401 Water Quality Certification (WQC)
USACE Section 404 Nationwide Permit (NWP)
GAI presumes that a Section 401 WQC will be required for the impacts to the Yeager Finley Manard Ditch associated with the replacement structure. This task includes the completion and submittal of the 401 WQC application. Mitigation is not anticipated to be required. If that occurs, a supplemental scope and fee will be required to address those expanded permitting needs.
A Section 404 NWP from the U.S. Army Corps of Engineers (USACE) is anticipated for jurisdictional impacts to the Yeager Finley Manard Ditch as well. GAI will prepare and submit the Section 404 application notification to USACE to support issuance of the NWP.
To satisfy USACE NWP requirements, an endangered species consultation with the IDNR, including a Natural Heritage Database search, and the U.S. Fish and Wildlife Service (USFWS) using the Information for Planning and Consultation (IPaC) will occur.
This Project qualifies for the IDNR Rural Bridge Exemption and a Construction in a Floodway permit is not included in this scope of work.
A Construction Stormwater General Permit (CSGP) is not anticipated to be required based on current project disturbance limits. However, if the total land disturbance exceeds 1.0 acre during final design, a CSGP will be necessary, and a contract supplement will be required to complete the permit application.

The tables below outline our proposed fees for the services outlined herein with a Total NTE Fee of $42,971.00. The subconsultant scopes and fees are included as Exhibit A.
