Commissioners Comments
Commissioner Brand reminded the public that the next town hall meeting would be held on Thursday, June 11, 2026, at the Cowan Lions Club beginning at 6:00 p.m. Commissioner Brand also discussed ongoing county efforts to improve mail and postage services through establishment of countywide USPS, FedEx, and UPS accounts to improve efficiency and reduce costs through the claims process rather than departmental credit card usage. Discussion also included travel reimbursement procedures, meal per diem guidance, mileage reimbursement, and the possibility of developing a more formal county travel policy for employees and officials.
Commissioner Brand requested an update from County Engineer Dean Thomas regarding the Hoyt Avenue paving repairs associated with utility cuts made by CenterPoint Energy. Dean Thomas stated that repair areas had been reviewed and marked and that paving work was scheduled to begin during the week of June 15. Discussion included milling, strip paving, resurfacing work, and temporary traffic inconveniences anticipated during the project. Commissioner Brand stated the repairs would improve roadway conditions on Hoyt Avenue.
Mike Ashley EMS Director, introduced Alexis Steel as the new EMS Office Manager and welcomed her to county government operations.
Commissioner Brand also discussed the April 20, 2026 meeting regarding security automation and access control systems at the Delaware County Justice Center. Commissioner Brand reviewed concerns previously raised regarding jail door access controls, video systems, and maintenance coordination. He explained that Commissioners requested a pre-construction meeting before additional work would proceed and stated that county officials, Accurate Controls, BW Construction, DCCM, jail staff, IT personnel, and maintenance staff had since met to review existing system concerns and corrective actions. Commissioner Brand stated Accurate Controls representatives were onsite working with county personnel to address outstanding issues and improve system operations and training procedures.
Commissioner Brand then read a formal correction and retraction letter submitted by Ryan Tomlinson, President of Security Automation Systems. The letter stated that previous comments made during the April 20, 2026 Commissioners meeting regarding Accurate Controls were inaccurate. The letter further stated that Accurate Controls complied with project bid requirements, provided required video storage systems, conducted employee training, and supplied required
