I.      INTRODUCTION

A. Statement of Intent and Project Overview

The Delaware County Board of Commissioners for Delaware County, Indiana, a county entity duly organized pursuant to the laws of the State of Indiana (“County”), issues this Request for Proposal (“RFP”) to prospective entities interested in submitting a proposal (“Offerors”) to provide roofing services beginning as soon as possible, for the Delaware County Justice & Rehabilitation Center in this Request for Proposal (RFP).

B. Insurance Coverage Overview

The County seeks competitive proposals for roofing bids covering County property. Proposals may include fully insured programs, pooled government insurance programs, or other appropriate risk management structures.

D. Overview of Procurement Process

The County reserves the right to solicit responses to a request for proposals, conduct discussions with Offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements, to receive best and final offers with responsible Offerors who submit proposals that are determined to be reasonably acceptable for being selected for these services.

E. Insurance Requirements

Prior to beginning work, the contractor shall provide certificates of insurance showing at minimum:

  • Commercial General Liability: $1,000,000 per occurrence
  • Automobile Liability: $1,000,000
  • Workers’ Compensation as required by Indiana law
1. Review RFP Responses.

The County will review responses to this RFP to determine Offerors’ experience, expertise, proposed approach and ability to satisfy the terms as required by the County for these roofing needs. If an Offeror is not Responsive or Responsible, the County may, in its sole discretion, disqualify that Offeror from further consideration.
