AN ORDINANCE TO ESTABLISH AN AMENDMENT TO THE ORGANIZATION AND STAFFING SCHEDULE OF THIS CITY FOR THE PURPOSE OF CREATING, MODIFYING, CLARIFYING, AND/OR ELIMINATING CERTAIN JOB CLASSIFICATIONS AS NEEDED TO MEET THE CITY’S OPERATIONAL NEEDS; AND DECLARING AN EMERGENCY.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OAKWOOD, MONTGOMERY COUNTY, OHIO, THAT:

SECTION I.

This Council hereby ratifies, confirms, and establishes an amendment dated the 1ST day of December 2025, to the Organization & Staffing Schedule, copies of which are being made a part of this ordinance as ‘Exhibit A’ through the doctrine of incorporation by reference. This amendment shall supersede and replace any prior Organization & Staffing Schedule adopted by this Council. The purpose of this amendment is: to create or modify the classifications of Assistant Public Works Director/City Engineer, Horticulturist/Arborist/Foreman, Utility Foreman, Water Plant Superintendent, Personnel Director, Code Enforcement Officer, Facility Supervisor, Recreation Supervisor, and Recreation Coordinator; to eliminate the classifications of Leisure Services Director, Public Works Foreman/Inspector/Engineering Technician, Water Plant Superintendent/Water & Sewer Foreman, Human Resources Manager, Planning & Zoning Manager, Horticulturist, Assistant Water Plant Superintendent, Leisure Services Program Supervisor, Pool Manager, Head Lifeguard, Lifeguard, Summer Theater Director, Concession Worker/Pool Desk Attendant; and to make miscellaneous modifications and/or clarifications to titles for other classifications.

SECTION II.

This Ordinance is hereby declared to be an emergency measure and, as such, shall take effect immediately on the basis that it is necessary to maintain morale and to promote efficiency, and on the basis of preservation of the public peace, health, safety, and welfare.
