REPEALING EXISTING CHAPTERS 137, LEISURE SERVICES DEPARTMENT AND 171, LEISURE SERVICES ADVISORY BOARD; ADOPTING NEW CHAPTER 137, PERSONNEL DEPARTMENT; AND AMENDING CHAPTERS 131, SERVICE DEPARTMENT AND 163, BEAUTIFICATION COMMITTEE; ALL WITHIN THE OAKWOOD ADMINISTRATIVE CODE, SO AS TO UPDATE THE SAME FOR CONSISTENCY WITH THE CITY’S ORGANZATIONAL AND STAFFING SCHEDULE; AND DECLARING AN EMERGENCY.

WHEREAS, upon the recommendation of the City Manager, which Council hereby accepts, it is necessary to update the Oakwood Administrative Code to reflect organizational and staffing changes within various departments of the City;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OAKWOOD, STATE OF OHIO, THAT:

SECTION I.

Existing Chapter 137, Leisure Services Department, of the Oakwood Administrative Code is hereby repealed.

SECTION II.

Existing Chapter 171, Leisure Services Advisory Board, of the Oakwood Administrative Code is hereby repealed.

SECTION III.

New Chapter 137, Personnel Department, of the Oakwood Administrative Code is hereby adopted to read as follows:

CHAPTER 137
Personnel Department

137.01 CREATION OF DEPARTMENT; DIRECTOR.

A Personnel Department shall be part of the organizational structure of the City. It shall be under the direction of the Director of that department who shall be accountable to the City Manager. The Director shall perform the following duties:

A.
Serve as the Personnel Officer for all purposes under the Charter and ordinances of this City;
B.
Oversee the administration of the City’s personnel functions, consistent with a job description promulgated and updated by the City Manager from time to time; and
C.
Perform such other duties as may be required by the City Manager.

SECTION IV.

Existing Chapter 131, Service Department, of the Oakwood Adminsitrative Code, is hereby amended to read as follows, with new text appearing in bold font and deleted text appearing in strike-through font:

Service Department

131.01 CITY MANAGER AS SERVICE DIRECTOR; FUNCTIONS.

A.
The Service Department (also referred to as the Public Works Department) shall be under the direction of the City Manager unless another director of that department has been appointed under Section 5.02 of the Charter of the City.
