Council shall have the right to review the conduct, acts and decisions of the committee in relationship to those rules relating to trees.

SECTION VI.

It is hereby found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public, if required, in compliance with all legal requirements including Ohio R.C. 121.22.

SECTION VII.

It is hereby declared that this ordinance is an emergency measure to take effect immediately on the basis that it is necessary to authorize this reorganization promptly to avoid practical and legal entanglements that might ensue if the Administrative Code is not consistent with the compensation and staffing ordinances of this City, and on the basis of the preservation of the public peace, health, safety and welfare.
