Kathy Vannice, Ashton Land Surveyor, 325 W. Washington St., Muncie, Indiana, appeared to represent the applicant. She stated that this was the same owner for both homes and that the back parcel had a split zone. She stated that they would like to rezone everything to the same zone since the goal was to plat in the future. She stated that through platting they would be changing the lot configuration so they all needed to be the same zone. She stated that they would also be seeking variance in the future since the 2 structures were not far enough from each other to meet the setbacks. She stated that the applicant had a desire to place the wetland to the east into a wildlife refuge and educational location, which was not permitted in a residence zone which was why they were asking for the change to the farm zone.
William Garrett, appeared and stated that he was not in opposition, just looking for an explanation of how it would be used once it was rezoned to farming. He asked if it would be zoned as a school and how it would affect the surrounding neighbors. He stated that another neighbor had not even received notice.
Ms. Vannice stated that she was representing the applicant who wanted to set aside the parcel in memory of her daughter who had just passed away. She stated that this would be an outdoor educational area for field trips and would not be a school. She stated that she wanted the kids to be able to experience nature, birds, walking trails and would not be a park or have people there all the time.
Mr. Smith asked if Ms. Vannice knew why a neighbor would not have been notified.
Ms. Vannice stated that they had been supplied the list from the Plan Commission and that they might have been outside of the required range of 300’ or 2 properties.
Mr. Brand asked if Mr. Garrett believed that the neighbor was within 300’ of the property.

Ms. Vannice stated that the person could have an addressed that was protected/omitted.
