Mr. Brand stated that this individual as well as other public safety officials would qualify to be omitted and not have their addresses published.
Mr. Brand stated for Mr. Garrett per the applicant “the remaining property including the residence at 6601 East Windsor Road will be utilized by the nonprofit organization Sarah’s Nitch, as an outdoor educational facility. Planned activities include educational field trips, guided tours, and related instructional programming. The proposed use is a permitted use within the F Farming Zone. As a note, variances will be requested from the Delaware County Subdivision Ordinance to allow 6609 East Windsor Road to be accessed by an easement and not to adjoin a public right of way through the platting process” and he asked Ms. Vannice to explain that last part.
Ms. Vannice stated that there were 2 houses that shared the same driveway and that through the platting process they would be giving the driveway to the front house and asking for an easement to the back house. She stated that they would need to ask for a variance since there was no public access to the house and that was a requirement to plat or divide a property.
Mr. Garrett stated that he thought this was a great project, but stated that he did not want to see his taxes increase as a result.
Mr. Brand stated that in his experience this should not raise taxes but that this Board could not predict what an insurance would or would not do.
Mr. Carroll made a motion for a favorable recommendation MPC 06-26Z requesting a change in zone from the split zoning of R-1 Residence Zone and F Farming Zone to the F Farming Zone at the premises located at 6609 East Windsor Road, and the R-1 Residence Zone to the F Farming Zone at the premises located at 6601 East Windsor Road. Ms. Sipe seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. LaChat, Ms. Sipe, and Mr. Smith. Voting against: None. Motion carried (6-0), a favorable recommendation to be forwarded to the County Commissioners for consideration at their July 20, 2026 regular meeting.
Ms. Swackhamer reported on the numbers for the year to date for permits, complaints, inspections, variances, rezonings, and plats. She stated that she had attended a Roadwise Workshop which was an annual INDOT workshop about road safety. She stated that the DMMPC was co-hosting the 2026 MPO conference and that they were still looking for sponsorships and presenters. She stated that the Unified Development Ordinance (UDO) started July 6th and that American Structure Point, the consultant working on that project had spent the day here meeting with stakeholders and leaders as we move forward. She stated that she had been working on a few grants to help cover that cost
