The Delaware-Muncie Metropolitan Board of Zoning Appeals held its regular monthly meeting on Thursday April 30, 2026 at 6:00 PM, in the Commissioners’ Court Room (309A) of the Delaware County Building, Muncie, Indiana. Chairperson Leslie Mathewson called the meeting to order.
Ms. Swackhamer stated that the Mayor had appointed Steven Hinds to fill the remainder of Ms. Kaiser’s term on the Board. She read the Oath of Office to which Mr. Hinds stated “I do”.
Ms. Swackhamer called roll and the following members were present: Mr. Billington, Ms. Fritch, Mr. Hamilton, Mr. Hinds, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Absent: None. Also present: Mr. Wiseley, attorney for the Board.
Ms. Fritch made a motion to approve the February 2026 regular monthly meeting minutes. Mr. Billington seconded the motion. Voting in favor: Mr. Billington, Ms. Fritch, Mr. Hamilton, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Voting against: None. Abstaining: Mr. Hinds. Motion carried (6-0-1), February 2026 minutes approved.
Ms. Swackhamer reported that BZA 11-26 the appeal filed by Murphy Oil U.S.A was automatically continued to the May 28, 2026 meeting. She also stated that BZA 16-26 the appeal filed by DCRT, LLC was a Special Use, and would be heard first by the Metropolitan Plan Commission (MPC) at their next regular monthly meeting on May 7, 2026 followed by the BZA at their May 28, 2026 regular meeting.
The appeal filed by Murphy Oil U.S.A. on premises located at 1421 East 29th Street, Muncie, Indiana is continued to the next monthly meeting on May 28th, 2026 at 6:00 pm.
The appeal filed by DCRT LLC, on premises located at 2517 West 8th Street, Muncie, Indiana has been changed to a Special Use and will first be heard by the Metropolitan Plan Commission at a public meeting on May 7th, 2026 at 6:00 pm and will then come before the Board of Zoning Appeals at the next monthly meeting on May 28th, 2026 at 6:00 pm.
