Being a continuation of the public hearing on the matter of an application requesting variances of use from the terms of the Delaware County Comprehensive Zoning Ordinance, to allow the keeping of farm animals on less than 5 acres, to allow a reduced setback from the animals to the closest dwelling, and to allow the operation of a 4H business all in a farm zone, on premises located at 8891 North County Road 925 West, Harrison Township, Delaware County, Indiana, as more accurately described in the application.
Applicant Presentation: Rhonda A. Jarvis appeared and submitted site photographs illustrating the distance of animals from the road. Ms. Jarvis explained that recent wind caused barn damage, that goats and chickens are obscured from road view, and that the property is bordered by cornfields on three sides, with residential structures situated only across the front.
Case Revisions & Testimony: Ms. Jarvis testified that all pigs have been permanently removed from the property, along with associated feeders and waterers, and that the remaining dirt in the pig area will be excavated and hauled away. She confirmed that no pigs will ever return to the site. She stated that current animals on site comprise 4 horses and 5 goats, with no chickens currently present. Clarifying neighbor inquiries regarding horse boarding, Ms. Jarvis confirmed that they do not board horses for external clients; her daughter occasionally accepts horses to care for, evaluate, ride, and rehome.
