BZA 69-26 — Affordable Home Matters Indiana LLC and Muncie Land Bank

Being a public hearing on the matter of an application requesting variances from the terms of the City of Muncie Comprehensive Zoning Ordinance, to allow a reduced side setback and a reduced building width for a proposed dwelling in a residence zone, on premises located at 542 South Gharkey Street and 624 West Powers Street, Muncie, Indiana, as more accurately described in the application.

Applicant Presentation: Surveyor Kathy Vannice explained that this 1800s platted corner lot is only 40 feet wide. Standard double-front setbacks (25 ft front, 20 ft side front) render the lot unbuildable. Constructing a 22.5-foot wide home permits residential development without encroaching into street vision triangles.

Public Testimony: None in support or opposition.

BZA 70-26 — Muncie Land Bank

Being a public hearing on the matter of an application requesting variances from the terms of the City of Muncie Comprehensive Zoning Ordinance, to allow a reduced side setback and a reduced building width for a proposed dwelling on a corner lot in a residence zone, on premises located at 622 West Howard Street, Muncie, Indiana, as more accurately described in the application.

Applicant Presentation: Surveyor Kathy Vannice stated that this corner lot (Howard & Gharkey) was platted at 38 feet wide. A 20-foot wide 2-story single-family home is proposed. She confirmed that the standard 5-foot setback on the east property line will be fully maintained. Two off-street parking spaces will be provided at the rear via the alley. Jeb Reese confirmed that floor plans were reviewed and approved by the Old West End Neighborhood Association.

Public Inquiry: Matthew Miller (adjacent east property owner at 620 W. Howard St.) inquired about the east setback, structure height, loss of sunlight, and off-street parking. Ms. Van Ice confirmed that the east setback remains at 5 feet and that two dedicated parking spaces are provided off the north alley.
