Mr. Ruiz requested variance approval to park business trucks and use the property as a transfer staging area to dump mulch, logs, and wood chips 1 to 3 days per week between 8:30 A.M. and 5:30 P.M.. Mr. Hawk noted that the parcel borders the Norfolk Southern rail yard. Applicants alleged that wood debris deposited in the road lane was dumped illegally by third parties to obstruct site access.
