Lead-Based Paint Testing is not included in this agreement. If one becomes necessary or is requested by the LOCAL PUBLIC AGENCY, fees shall be negotiated in good faith at the time under a Supplemental Agreement of this contract.

The CONSULTANT shall develop a Vehicular Maintenance of Traffic (MOT) Plan that includes phased traffic control strategies to minimize disruptions to traffic flow. The MOT shall be designed in accordance with the Indiana Manual on Uniform Traffic Control Devices (IMUTCD), Standard Specifications, and INDOT Design Manual (IDM).

The CONSULTANT shall design a detailed pedestrian traffic management plan to ensure the safe and efficient movement of pedestrians through or around the construction zone. The design shall comply with the Indiana Manual on Uniform Traffic Control Devices (IMUTCD); the 2010 ADA Standards and the 2024 updates; and applicable local regulations.

The CONSULTANT shall develop a Transportation Management Plan (TMP) in accordance with the guidelines and requirements set forth in the Indiana Design Manual (IDM) and the Highway Capacity Manual (HCM). This TMP shall include traffic control measures, phasing plans, and strategies to manage traffic flow during construction, ensuring minimal disruption to road users. The CONSULTANT shall ensure that all elements of the TMP adhere to the most current standards and practices to maintain safety and efficiency throughout the project duration.

ADA Technical Advisory Committee (ADA TAC) is not anticipated for this project and is not included in the scope. If it becomes necessary, fees shall be negotiated in good faith at the time under a Supplemental Agreement of this contract.

The CONSULTANT shall prepare preliminary plans, an economic analysis with proposed economic alternatives and preliminary estimates of cost, which shall be in accordance with the accepted standards for such work and in accordance with the Indiana Manual on Uniform Traffic Control Devices (IMUTCD), Standard Specifications, Standard Drawings, Recurring Special Provisions and Plan Details, Special Provision Technical Advisories, Design Memorandums and the Indiana Design Manual (IDM). Such preliminary plans and economic analyses shall be developed to the point required to fulfill the requirements for a Preliminary Field Check (PFC), even if one is not held.

Following approval of the PFC, if one is held, and approval of the Environmental Document, the CONSULTANT shall develop the Stage 3 design, including contract plans, special provisions for the specifications, and updated cost estimates for the construction of the project.
