The CONSULTANT shall coordinate, review, and approve the utility relocation work plan; sign the utility coordination certificate, if applicable; and develop the utility special provision in accordance with the IDM.

At the start of a project, the CONSULTANT shall develop and thereafter maintain a schedule of activities to deliver the project. The CONSULTANT shall design the project to potentially avoid the relocation of utility facilities when feasible and to minimize the financial impact to the project and to the utilities.

The CONSULTANT shall assist in preparing the reimbursable utility agreements, including securing estimated reimbursements costs, for the utility's and INDOT's approval for reimbursable utility relocation work and utility relocation work that will be performed by the construction contractor. Additionally, the CONSULTANT shall be responsible for inputting all required utility data and project information into INDOT's Utility Tracking Application (UTA) based on the current standards set by INDOT's central office.

If additional reimbursable agreements become necessary, above and beyond the number listed in the fee schedule in Appendix D, then additional fees for it shall be negotiated in good faith at the time under a Supplemental Agreement of this contract.

A railroad is not anticipated to be impacted by this project. The CONSULTANT shall prepare and submit a simple railroad coordination certification. If a railroad is impacted and significant railroad coordination is required, fees shall be negotiated in good faith at the time under a Supplemental Agreement of this contract.

The CONSULTANT shall conduct a comprehensive hydraulic analysis using HEC-RAS or HY-8 to compute water surface profiles at various discharges, evaluate the existing and proposed conditions of the bridge crossing, and evaluate potential scour at abutments and piers in accordance with IDM Chapter 202 and 203 guidelines and, if applicable, IDNR requirements. The CONSULTANT shall prepare detailed reports following IDM guidelines, summarizing key parameters and findings.

The bridge hydraulic analysis assumes that the roadway is serviceable in accordance with the Indiana Design Manual (IDM)(i.e. the roadway does not overtop during the 1% annual exceedance probability, AEP, rainfall event). If the roadway is not serviceable during the AEP per the IDM, then fees for additional bridge hydraulic analysis shall be negotiated in good faith at the time under a Supplemental Agreement to this contract.

Following the award of the construction contract, the CONSULTANT shall be responsible for attending the pre-construction meeting, if requested. During the course of construction, the CONSULTANT shall be available at reasonable times during normal working hours, which is from 8 am to 5 pm, to respond to reasonable inquiries concerning the accuracy or intent of the CONSULTANT's plans. All such inquiries shall be made only by persons designated by INDOT to interpret the plans and Contract documents for the benefit of the contractors and subcontractors performing the work. The CONSULTANT shall not be required to respond to inquiries by persons other than LPA's designated representative and shall not be required to engage in exhaustive or extensive analysis or interpretation of the plans.
