Whereas, N.J.S.A. 52:34-6.2(b)(3) authorizes New Jersey local contracting units to make purchases through a national cooperative purchasing agreement without competitive bidding, subject to the conditions set forth therein and in Local Finance Notice 2012-10; and

Whereas, the Borough is a member of The Interlocal Purchasing System (TIPS), a national cooperative purchasing organization, and Millennium Communication Group, Inc. holds TIPS Contract No. 251003 for Electronics, Appliances and Associated Goods and Services; and

Whereas, Millennium Communication Group, Inc., 11 Melanie Lane, Unit 13, East Hanover, New Jersey 07936, has submitted a proposal dated November 21, 2025 pursuant to said TIPS contract for the following items:

Whereas, in accordance with Local Finance Notice 2012-10, a Notice of Intent to Award Contract Under a National Cooperative Purchasing Agreement was published on July 20, 2026, no fewer than ten (10) calendar days prior to the date of award, inviting written comments to be submitted to the Borough Clerk-Administrator, and all comments received prior to the award date have been considered by the Qualified Purchasing Agent; and

Whereas, the purchase shall be funded through the Borough’s Capital Budget appropriation in the amount of $182,000.00 and Operating Budget appropriation in the amount of $20,762.39, subject to adjustment among accounts as may be necessary; and

Whereas, the Chief Financial Officer has certified that funds are available for this purpose; and

Whereas, the Borough Council has determined that it is in the best interest of the Borough to award said contract to Millennium Communication Group, Inc. through the TIPS cooperative purchasing agreement;

Now, Therefore, Be It Resolved, by the Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, as follows:

1. The Borough Council hereby awards a contract to Millennium Communication Group, Inc., 11 Melanie Lane, Unit 13, East Hanover, New Jersey 07936, for access control, cameras, panic buttons, message boards and software licenses for the Emergency Service Facility (ESF) Police Department, pursuant to TIPS Contract No. 251003 (Electronics, Appliances and Associated Goods and
