2. The Mayor and Borough Clerk-Administrator are hereby authorized and directed to execute any and all documents necessary to effectuate this contract award.

3. This award is made pursuant to N.J.S.A. 52:34-6.2(b)(3) and Local Finance Notice 2012-10, following publication of the required Notice of Intent to Award on July 20, 2026.

4. Funding for this contract shall be provided through the Borough’s Capital Budget appropriation in the amount of $182,000.00 and Operating Budget appropriation in the amount of $20,762.39, subject to adjustment among accounts as may be necessary.

5. A certified copy of this resolution shall be forwarded to Millennium Communication Group, Inc., the Chief Financial Officer, and the Qualified Purchasing Agent.

6. This resolution shall take effect immediately upon adoption.

Authorizing the Award of a Contract and Execution of a Master Service Agreement with Language Line Services, Inc. for On-Demand Telephone and Video Interpretation Services

Whereas, the Borough of Somerville (the “Borough”) has a need for on-demand language interpretation services, available by telephone, video, and mobile access in more than 240 languages on a 24/7/365 basis, to enable Borough departments, including the Somerville Police Department, to communicate effectively with limited English proficient residents and members of the public; and

Whereas, Language Line Services, Inc., with offices at 1 Lower Ragsdale Drive, Bldg. 2, Monterey, California 93940 (“Language Line”), has submitted a Master Service Agreement setting forth the terms and conditions under which such interpretation services will be provided to the Borough, with fees for each service to be set forth in an applicable Statement of Work made a part of the Agreement; and

Whereas, services will be provided and billed on an as-needed, usage basis at the rates set forth in the applicable Statement(s) of Work, and the anticipated value of the contract is not expected to exceed $1,000 annually, an amount below the bid threshold established pursuant to N.J.S.A. 40A:11-3, as adjusted for municipalities with a Qualified Purchasing Agent; and
