Vacation leave is cumulative, subject to the limitations of this section. As of the end of each calendar year, employees will be permitted to retain (carry forward) their accrued vacation leave, up to the equivalent of one full year’s accrual at the employee’s then-current accrual rate. In addition, employees may also retain (carry forward) the following:

  1. 1. Up to sixty-four (64) additional hours of accrued vacation leave, provided that the employee has completed at least five (5) full-service years, including prior service credit, if any.
  2. 2. Any vacation leave that has accrued as the result of sick leave conversion under Section 8.9 – Sick Leave Conversion.

Vacation leave in excess of these limitations will be eliminated from the employee’s accrued vacation leave balance as of the end of each calendar year.

The City Manager may establish a separate policy for vacation accumulation and vacation buyback for department heads. Eligibility should be determined in accordance with the current policy, if any.

Vacation leave will not accrue while an employee is on a leave of absence without pay or unpaid suspension, except as otherwise provided in a current collective bargaining
