would be dressing and bathing themselves but would not typically be preparing their own meals so staff would be there to help with some of those daily activities.

Ms. Mathewson asked if there were guidelines as to who could live there and if certain individuals would not be considered due to violent or criminal history.

Ms. Davis stated that it was a private facility so it would be her discretion and that those types of individuals would be in a different type of facility.

Ms. Fritch asked for clarification, the parking would be for staff, visitors, and family.

Ms. Davis stated yes, the driveway would be specifically for staff and visitors and that there were a few on street parking spaces.

Ms. Fritch asked if there were any plans for any improvements to the property.

Ms. Davis stated that the current tenant would be leaving at the end of the month and that the contractor would look into a possible ramp, but nothing else structural.

Ms. Knapp asked about the staff hours.

Ms. Davis stated that the shifts would be 6:00 AM to 2:00 PM, 2:00 PM to 10:00 PM, and 10:00 PM to 6:00 AM, so someone would be on staff 24 hours each day.

Mark Mordue, 2808 W. Burgewood Dr., Muncie, Indiana, appeared. He stated that he was not familiar with this appeal but that in his neighborhood there was a group home that had been there for years with no problems. He stated that staff comes and is there all day and not, and that he had no problems and he was supportive of this request.

Rebecca Meadows, 1910 E. 22^nd St., Muncie, Indiana, appeared in opposition. She stated that there had been some talk that this might be a sober living facility but that she heard the applicant stated it was for individuals with intellectual disabilities. She stated that this might be a great program in some neighborhoods, but that she had safety concerns at this location. She stated that there were a lot of children in the neighborhood, stacked parking could become an issue since there was no street parking, and the property values were just a few of the concerns. She stated that she had talked to some of the neighbors that had the same concerns but unfortunately could not be here.

Tony Garcia, 1913 E. 21^st St., Muncie, Indiana, appeared in opposition. He stated that he owned the house directly behind this property and asked if this was considered a business and questioned what that would do to the value of the properties in the neighborhood and if the taxes might go up.

Ms. Mathewson stated that the property tax question would not be for this Board.
