Mr. Garcia stated that he hoped that everything would be monitored and cared for properly since he lived right behind the property.

Ms. Swackhamer stated that this was not considered commercial since they did not have a state license.

Mr. Garcia asked if there was no license, who would be monitoring the facility.

Ms. Swackhamer stated that the applicant was asking to have 4 adults living in the same house, so that specific request was not commercial use.

Mr. Garcia asked what would happen in the future.

Ms. Swackhamer stated that if the applicant wanted to get a state license to have a commercial business, those guidelines would need to be followed.

Mr. Garcia asked if that meant commercial use could happen.

Ms. Swackhamer stated that was a different ask, but it could happen.

Jeff Green, City Council member who had a house in that area appeared in opposition. He stated that there were a lot of children in that area and there could be a lot of vehicles coming and going from that property and that safety was a big issue. He stated that there was no street parking on 22^nd Street and that this would be a disservice to the residents of that neighborhood if approved.

Angela Meadows, 1910 E. 22^nd St., Muncie Indiana, appeared in opposition. She stated that she agreed with all of the same concerns mentioned and added that a revolving door of strangers was also a concern and that she was not in favor of the request.

Ms. Davis stated that she was a Nurse Practitioner and Psychiatric Nurse Practitioner, and that that there was a misconception that these individuals were a danger and that there was a group home within a half a mile of this property which had been there for years. She stated that she had lived in this house for many years and that there was parking in the front and that they never had any problems. She stated that if this were licensed by the state that she would not need this approval and that just because it was not licensed did not mean that it was not managed. She stated that this home would be managed by the Department of Disabilities Services and that they had an application process and ongoing training that they provided. She stated that there were many other 3-bedroom homes in that neighborhood where 4 people were living, but if the Board would rather only approve 3 that would be ok.

Ms. Swackhamer read emails listing concerns and opposition from Amanda Garner, Amy Woody, and Christian and Angela Meadows. She also stated that the City Building Commissioner, Mr. Rawlings stated in an email that he had no concerns about this matter.
