C. Valuation Assessment
The selected Broker shall evaluate the adequacy of the County’s current property values and make recommendations regarding:
- Replacement cost
- Actual cash value, where applicable
- Building values
- Business personal property
- Equipment
- Scheduled property
- Inland marine
- Business income and extra expense
If the Broker believes a formal third-party appraisal is necessary for any property or group of properties, the Broker shall identify those properties and provide the County with a written recommendation and estimated cost.
The County does not intend for the Broker to automatically perform a formal appraisal of every County property unless specifically included in the awarded scope. The initial requirement is a comprehensive inventory and risk assessment sufficient to identify where formal appraisal services are warranted.
D. Physical Inspections
The proposal shall describe the proposer’s approach to physical inspections. Respondents shall identify:
- Number of locations they propose to physically inspect
- Whether inspections will be performed by the Broker or a third party
- Qualifications of personnel performing inspections
- Inspection methodology
