Whereas, the Borough of Somerville (the “Borough”) wishes to contract with a vendor to provide for the payment of parking fees via mobile phone or another internet-enabled device; and

Whereas, ParkMobile by Arrive (“ParkMobile”) is in the business of providing integrated solutions for the management of parking-related matters, including a system for the electronic payment of on-demand, reservation, and/or permit parking, related back-office administration, and a system for the marketing and sale of such parking through proprietary websites and mobile applications; and

Whereas, ParkMobile is an awarded vendor with OMNIA Partners Contract Number 158974, an approved national purchasing cooperative, and N.J.S.A. 52:34-6.2(b)(3) and Local Finance Notice 2012-10 authorize New Jersey local contracting units to purchase goods and services through nationally-recognized and accepted cooperative purchasing agreements; and

Whereas, Local Finance Notice 2012-10 requires that, prior to awarding a contract through a national cooperative purchasing agreement, the contracting unit publish a Notice of Intent to Award on its official website; and

Whereas, a Notice of Intent to Award a contract to ParkMobile is currently being published on the Borough's official website in accordance with Local Finance Notice 2012-10; and

Whereas, ParkMobile works on a per transaction basis with a convenience fee charged to the end use while paying the parking fee, The transaction fee is estimated at 15 with a .65 cents minimum with any amount over $4.33 incurring a 15% fee; and

Now, Therefore, Be It Resolved, by the Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, that the Borough hereby declares its intent to award a contract to ParkMobile by Arrive for the provision of a mobile parking payment system through OMNIA Partners, an approved national purchasing cooperative; and

Be It Further Resolved, that the publication of the Notice of Intent to Award on the Borough's official website is hereby ratified and confirmed; and

Be It Further Resolved, that upon finalization of the fees, term, and scope of services, a resolution formally awarding the contract shall be placed on a future Borough Council agenda for consideration; and

Be It Further Resolved, that a copy of this resolution shall be forwarded to the Chief Financial Officer and ParkMobile by Arrive.
