reimburse such expenditures with the proceeds of debt to be incurred by the Borough under this Bond Ordinance. The maximum principal amount of debt expected to be issued for payment of the costs of the Improvements is $700,000.
SECTION 11.
This bond ordinance shall take effect 20 days after the first publication thereof after final adoption, as provided by the Local Bond Law.

Now, Therefore, Be It Resolved, that Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, formally approve the grant application for the New Jersey Department of Transportation 2027 Transit Village Grant Program for Veterans Memorial Drive Enhanced Pedestrian Crossings and EV Charging Stations
Be It Further Resolved, that the Mayor and Municipal Clerk are hereby authorized to submit an electronic grant application via SAGE to the New Jersey Department of Transportation on behalf of the Borough of Somerville.
Be It Further Resolved, that Mayor and Municipal Clerk are hereby authorized to sign the grant agreement on behalf of the Borough of Somerville and that their signature constitutes acceptance of the terms and conditions of the grant agreement and approves the execution of the grant agreement.
Whereas, the New Jersey Rehabilitation Facilities Set-Aside Act, N.J.S.A. 34:1B-253 et seq., provides that public entities shall procure certain services from qualified nonprofit agencies employing persons with disabilities, and that procurement through an established State contract satisfies the requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and
