The Delaware Muncie-Metropolitan Board of Zoning Appeals (BZA) held its regular monthly meeting on Thursday, January 26, 2026 at 6:00 PM., in the Commissioners’ Court Room, Room 309A at 100 W. Main St., Muncie, Indiana. Chairperson Leslie Mathewson called the meeting to order.
PLEDGE OF ALLEGIANCE:
INTRODUCTION/CONFIRMATION OF MEMBERS:
Ms. Swackhamer reported that Ms. Knapp had been reappointed by the County Commissioners and her new term would last through December 2029.
ROLL CALL:
Ms. Swackhamer called roll and the following members were present: Mr. Billington, Ms. Fritch, Mr. Ivy, Ms. Kaiser, Ms. Knapp, and Ms. Mathewson. Absent: None. Also present: Mr. Wiseley, attorney for the Board.
ELECTION OF OFFICERS:
Ms. Mathewson opened the floor for nominations for the office of Chairperson. Ms. Fritch nominated Ms. Mathewson to serve as Chairperson. Mr. Billington seconded the nomination. There being no further nominations, Ms. Swackhamer declared the nominations closed. Voting in favor: Mr. Billington, Ms. Fritch, Mr. Ivy, Ms. Kaiser, Ms. Knapp, and Ms. Mathewson. Voting against: None. Ms. Mathewson will serve as the Chairperson for 2026.
Ms. Mathewson opened the floor for nominations for Vice-Chairperson. Mr. Billington nominated Ms. Fritch to serve as Vice-Chairperson. Ms. Knapp seconded the nominations. There being no further nominations, Ms. Swackhamer declared the nominations closed. Voting in favor: Mr. Billington, Ms. Fritch, Mr. Ivy, Ms. Kaiser, Ms. Knapp, and Ms. Mathewson. Voting against: None. Ms. Fritch will serve as the Vice-Chairperson for 2026.
Ms. Mathewson stated that for each case the applicant would have an opportunity to speak along with those in support and in opposition. She stated that the applicant would then have a final opportunity to address any concerns mentioned. She asked that everyone be respectful and courteous to each other. She stated that the following matter was a continuance from November 2025 to the December 2025, and now to the January 2026 meeting.
